Access Denied Errors When Uploading Flash Files in SharePoint 2010

In SharePoint 2010 your Flash files (swf files) can only be uploaded by Designers. That means Contributors (aka your site’s “members”) can’t upload swf files to document libraries. Is it like that in MOSS 2007? I don’t think so but I don’t have access to a test environment at the moment.

To be specific, a user must have the Add and Customize Pages permission in order to upload swf files to libraries in SharePoint 2010. If the user doesn’t have this permission, they receive the very helpful “Access Denied” message after they try to upload the file.

As it’s been explained to me, swf files are considered “web content”, and therefore, must be uploaded by Designers. Wha? All content in SharePoint is web content. Why the special treatment for swf files? Why isn’t this configurable? Since when does Microsoft “hard code” governance into the product?

At least SharePoint 2010 still allows our contributors to upload JavaScript files to document libraries.
